Dubai projects worth nearly Dh2.1 trillion are underway, from 350,000 homes to Al Maktoum International. Here is what Sheikh Mohammed announced.

With nearly Dh2.1 trillion in active Dubai projects spanning homes, runways, metro lines, power grids, the Ruler says the emirate is preparing its next great leap in growth.

Dubai: Few cities dare to build at this scale. Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, has revealed that the emirate now has nearly Dh2.1 trillion worth of Dubai projects underway, reaching across housing, transportation, aviation, infrastructure and economic development.

He spoke at the Mohammed bin Rashid Leadership Forum, the premier annual gathering on management and leadership, held at the Dubai World Trade Centre. The forum brought together 1,000 key government and private-sector leaders alongside experts, decision-makers and academics, according to WAM. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence of the UAE, and Chairman of the Executive Council of Dubai, attended. So did Sheikh Mansoor bin Mohammed bin Rashid Al Maktoum, Sheikha Latifa bint Mohammed bin Rashid Al Maktoum, and Mohammad bin Abdullah Al Gergawi.

"A City Within a City": The Ruler's Message on Dubai Projects

"Dubai is building a city within a city," Sheikh Mohammed said. "Today we have Dh2.1 trillion in active projects underway, with more to be announced in the coming phase. Our momentum is continuous and our achievements are ongoing. This is a remarkable period for growth and development; the ideal time to invest in Dubai and its infrastructure."

He added: "Today, we build the infrastructure of tomorrow by expanding Dubai's capacity to accommodate the growth of its population, businesses and economic sectors. Our goal is to ensure Dubai remains ready for growth, while delivering the highest standards of living, working and investing."

The message is unmistakable: these Dubai projects are meant to run ahead of demand, not chase it. "Cities that aspire for progress act before others," he concluded.

Property Leads the Charge: Dh1.1 Trillion and 350,000 Homes

Real estate commands the biggest share of Dubai projects, with Dh1.1 trillion allocated through 2030. Housing plans include delivering approximately 350,000 residential units, in step with the expansion of transport and infrastructure networks.

Aviation Takes Flight: Al Maktoum International and the Fleet Behind It

Among the most dramatic Dubai projects is the aviation pipeline. Dh128 billion is allocated to Al Maktoum International, described in the announcement as the world's largest airport, designed to handle up to 260 million passengers annually over the next decade. A further Dh328 billion is dedicated to expanding the Emirates and flydubai fleets, alongside Dh18.7 billion for a new Emirates engineering and maintenance complex.

Metro Lines, a Financial District and Room for the World's Exhibitors

Transport and commerce are being redrawn in parallel. Planned Dubai projects include:

  • Over Dh100 billion to develop Phase 2 of the Dubai International Financial Centre (DIFC)
  • Another Dh100 billion for road upgrades and the development of the Dubai Metro Blue and Gold lines
  • Dh10 billion to expand the Dubai Exhibition Centre

The Unseen Architecture: Tunnels, Grids and Green Space

Not every one of the Dubai projects will gleam on the skyline. Some of the largest sums go underground and behind the scenes:

  • Dh80 billion for the Dubai Strategic Sewerage Tunnels system
  • Dh30 billion for the "Tasreef" rainwater drainage project
  • Dh151 billion for new power and water grid infrastructure
  • Dh4 billion for the emirate's Blue and Green Spaces Roadmap

The wider pipeline also covers water, power, sewerage and landscaping works, all designed to keep pace with the emirate's rapid growth. Utility updates are published by DEWA.

Behind the Announcement: Why the Leadership Forum Matters

The Mohammed bin Rashid Leadership Forum embodies Sheikh Mohammed's vision of a world-class leadership ecosystem. It is also a step toward institutionalising his leadership and management philosophy and turning it into an operational framework to be adopted across all Dubai entities. The forum aims to embed best practice, exchange ideas and showcase some of Dubai's future initiatives and strategic direction.

What It Means for Investors, Residents and Businesses

A pipeline of this size is a statement of intent, and the Ruler framed it as an invitation: "the ideal time to invest in Dubai and its infrastructure." It is not a guarantee of returns, though. The announcement gave allocations, not completion dates for most items, so the pace of delivery of the Dubai projects will decide who benefits and when.

For residents, more housing, new Metro lines and drainage upgrades point to a city trying to widen capacity and resilience. Our cost of living in Dubai guide helps you budget for that growth. For companies, the DIFC and exhibition expansions signal more commercial space, and our guides to starting a business in Dubai and investment in the UAE cover the next steps. Dubai projects of this size reshape demand for jobs, services and property across the emirate.
